        Monroe is located in southern Orange  County in the State of New York.   The Town encompasses three Villages: the Village of Harriman, the Village  of Monroe and the Village of Kiryas Joel . A small portion of the Village of Harriman is in the Town of Woodbury . The Town of Monroe comprises 2.9% of Orange County 's land mass. As of the 2000 Census, Monroe has the largest population of any town in Orange County at 31,407
